“Presidential Decree appoints Sulava Gouily as Director of the National Training Academy and Taher as Deputy.”

Official Gazette Publishes Presidential Decrees for National Training Academy

The Official Gazette has released several presidential decrees concerning the National Training and Qualification Academy for Youth.

Presidential Decree No. 336 of 2025 appoints Dr. Salafa Ahmed Ahmed Gouily as the Executive Director of the Academy for one year, starting July 1, 2025. She’ll receive the same financial compensation as a Deputy Minister.

Furthermore, Presidential Decree No. 337 of 2025 designates Dr. Taher Nasr Abdel Qader Rizk as the Deputy Executive Director of the Academy for one year, also effective July 1, 2025. He’ll receive the financial compensation of the Excellent Grade.

Formation of the Academy’s Board of Trustees

The Official Gazette also published Presidential Decree No. 338 of 2025, establishing the Board of Trustees of the National Training and Qualification Academy for Youth for a three-year term. The board will be chaired by President El-Sisi himself, with the following members:

  • The Prime Minister
  • The Minister of Planning and Economic Development
  • Lieutenant General Mahmoud Ibrahim Hegazy (representing the Presidency)
  • Mr. Sherif Mohamed Fathy El-Kilany (representing the Ministry of Finance)
  • Professor Dr. Rasha Saad Sharaf (representing the Ministry of Higher Education and Scientific Research)
  • Professor Dr. Abdel Aziz Hassanin Mohamed Saad Konsowa (representing the Supreme Council of Universities)
  • Engineer Hany Mohamed Mahmoud Abdel Meguid (expert)
  • Dr. Hala Helmy El-Said Younes (expert)
  • Professor Dr. Mahmoud Ahmed Shawky El-Meteiny (expert)
  • Mr. Medhat Mostafa Kamal El-Madany (expert)
  • Dr. Hossam Ahmed Hassan Farahat (expert)
